Billy, it is Royal Dano. Good going! A great character who I remember mostly from the old Rifleman series. He played 5 different roles in 5 different episodes - including Abe Lincoln.
Like I said, I'm a connoisseur of all things Hitchcock. The Trouble with Harry is a masterpiece of mid-20th century cinema. It debuted two stars who would go on to enjoy the limelight for generations: Jerry Mathers (pre-Beaver) and Shirley MacLaine (pre-insanity). If it weren't for a little known Jimmy Stewart movie called Harvey, I would say that The Trouble with Harry is my favorite comedy of that era.
The photo actually caused a debate between my wife and I about the scene from which it was taken. We popped in the DVD, and well... Let's just say, one of us was right.
I don't know his name. I just know that he played the village officer / idiot in The Trouble with Harry, which is the source of that photo.
