Confused two could mean the twin cities Minneapolis-Saint Paul. Saint Paul is also a capital city.
The first clue is to ONE city. The second clue refers to a place in that city.

There is no Connecticut connection.
Since North America includes Canada and Mexico it could be in one of their capital cities... For no reason whatsoever, I randomly choose Charlottetown, capital city of Prince Edward Island, the smallest province in Canada.
